Public consultation – Portugal 2030 – Economic analysis

Portugal 2030, which succeeds the Portugal 2020 programme, formalizes the partnership agreement to be established between Portugal and the European Commission and sets the main strategic objectives for the application, between 2021 and 2027, of the overall amount of EUR 23 billion.

The Portugal 2030 strategy will be implemented through thematic, regional programs (in mainland Portugal and in the autonomous regions) and technical assistance.

The Portugal 2030 implementation strategy has been designed around five main objectives of the European Union1: a Europe that is smarter, greener, more connected, more social and closer to its citizens.

At the national level, these strategic objectives of the European Union are embodied in four thematic agendas of the Portugal 2030 strategy2. These have been designed to develop Portugal’s economy, society and territory by 2030:

  • People First: a better demographic balance, greater inclusion, less inequality;

  • Innovation, Digitalization and Qualifications as engines of development;

  • Climate transition and sustainability of resources;

  • A country that is competitive on the outside and cohesive on the inside.

The Portugal 2030 strategy will be implemented through thematic, regional programs (in mainland Portugal and in the autonomous regions) and technical assistance.

It is in this context that the public consultation takes place on some of the programs of Portugal 2030 and, in particular, on the documentation of these environmental programs and reports, in technical and non-technical versions.

The documents submitted for consultation describe how the Portugal 2030 strategy should be implemented. In particular, they deal with the priorities, objectives and funding actions defined in each programme. It is also possible to consult the proposed method of granting funding, the distribution of the amounts financed, the target groups for each action, and the potential result indicators associated with the support.

Below we list some examples of the objectives and funding actions of the thematic programs of Portugal 2030, as well as the general objectives of the territorial programs. We also highlight the deadlines for public consultation in each of the programs and the platform where interested parties can leave their contributions, proposals and suggestions.

Thematic programs (13,094,000,000 EUR):

  1. Demography, Skills and Inclusion Program (EUR 5,691,000,000)

    • Priorities, objectives and specific funding actions subject to public consultation:


      1. Employment, for example, internships and recruitment assistance, and support measures for equality between women and men;

      2. Adult qualification, e.g. apprenticeship and continuing education;

      3. Social inclusion, for example, education and training courses for young people and capacity building for social economy agents and operators.


  2. Innovation and Digital Transition Program – “COMPETITION 2030” (EUR 3,905,000,000)


    • In public consultation until September 16 on the ConsultaLEX portal.

    • Priorities, objectives and specific funding actions subject to public consultation:


      1. Innovation and competitiveness, for example, improving the growth and competitiveness of SMEs, job creation and digitalisation;

      2. Energy transition, for example, the promotion of energy efficiency and the reduction of greenhouse gas emissions, the decarbonisation of the economy and the diversification of energy production from renewable sources;

      3. Skills for competitiveness, eg promotion of skilled employment and business skills and qualifications.


  3. Climate Action and Sustainability Program (EUR 3,119,000,000)

    • Priorities, objectives and specific funding actions subject to public consultation:


      1. Sustainability and climate transition, for example, promoting climate change adaptation and disaster risk reduction; promote the transition to a circular and resource-efficient economy;

      2. Sustainable urban mobility, for example, in the transition to a net zero carbon economy);

      3. Rail transport networks, for example, by developing a climate-resilient, smart, safe, sustainable and intermodal TEN-T.


  4. “MARCH 2030”Program (EUR 379,000,000)


    • Public consultation already closed.

    • The general objective of the program is to maximize the impact of public resources by focusing on the specific objective of a greener European Union closer to its citizens. Its priorities are, among others, sustainable fishing and other aquaculture activities, promoting a sustainable blue economy, promoting safe, secure, clean and sustainably managed seas and oceans.

Continental Portugal Regional Programs (EUR 7,833,000,000):

Regional programs in mainland Portugal support the operationalization of the development strategy for NUTS II regions on the continent and mobilize financial resources to mobilize investments in them, within the framework of cohesion policy.

As these plans are regional in nature, they are more comprehensive in their objectives and the areas that may be eligible for funding. Naturally, each of these plans has specific priorities and their implementation differs according to the region to which they refer:

  • Innovation and competitiveness;

  • Digital connectivity;

  • Sustainability, climate transition and biodiversity;

  • Sustainable mobility and transport;

  • Social innovation;

  • Social and territorial cohesion.
  1. ALENTEJO 2030” Program (EUR 1,104,000,000)

  1. ALGARVE 2030” Program (EUR 780,000,000)

Regional programs of the autonomous regions (1,899,000,000 EUR):

These programs support the operationalization of the development strategy in the autonomous regions of Madeira and the Azores and mobilize financial resources to mobilize investments there, within the framework of the cohesion policy.

These plans are also more comprehensive in terms of objectives and areas that may be eligible for funding, depending on the specific characteristics of each autonomous region. Nevertheless, we can underline the following priorities, common to the two autonomous regions:

  • Competitiveness, research, development and innovation;

  • Digital connectivity;

  • Energy, Climate Action and Sustainability;

  • Sustainable urban mobility;

  • Qualification and employment;

  • Health and social inclusion;

  • Sustainable territorial development;

  • Fight against social misery.

    • This program will be the instrumental support for the development of the overall strategy defined for the implementation of Portugal 2030. In addition, it complements the technical assistance priorities of each of the remaining programs.
